Why COI requests are the #1 bottleneck between brokers and property managers

Lenders want certificates yesterday. PMs forward the email. Producers triage. The fix isn't faster humans — it's giving the PM a self-serve path that doesn't break compliance.

Walk into any agency that runs master-policy programs at scale and ask the operations lead what eats the most time. The answer, eight times out of ten, is certificates of insurance. Not renewals. Not claims. Certificates.

Why it's worse than it sounds

A single COI request looks trivial — a lender or counterparty wants proof of coverage. The reality is that each request involves verifying the requester has a legitimate need, confirming the right additional insured language, generating the document from the right template, and routing it back through the PM (who often forwarded it from someone else without context).

30+ Daily requests

4 steps Per certificate

1 FTE Hidden cost

Multiply that by 30 requests a day across a portfolio, and you have a full-time job that nobody planned for and nobody is billing for. It also tends to fall on your most expensive people, because the COI requests come in tagged with deadlines and dollar amounts that everyone else is afraid to touch.

Why the obvious fix doesn't work

The obvious fix is "let the PM generate their own." In practice this almost never works, because PMs aren't trained on the underlying policy language, and a single bad certificate — wrong limits, wrong AI wording, missing waiver of subrogation — can create real liability for the agency.

The right fix is constrained self-serve: give the PM a portal where they can generate certificates against pre-approved templates, with the policy data pre-populated, and only the request-specific fields editable. The broker stays in control of what can be issued. The PM gets the speed they need.

The downstream effect

Agencies that solve COI workflow stop losing accounts to "responsiveness" complaints almost immediately. It's the single highest-leverage operational improvement in master-policy admin, and it's the one most agencies put off the longest because it requires either real software or real headcount.

"Solve COI workflow and the "unresponsive broker" complaints disappear almost overnight."
